Preheat the oven to 350°F (175°C) and line a muffin tin with cupcake liners.

In a bowl, whisk together the flour, cocoa powder, baking powder, and salt.

In a separate bowl, mix the melted butter, granulated sugar, honey, eggs, and vanilla extract until well combined.

Gradually add the dry ingredients to the wet ingredients, alternating with the milk. Mix until just combined.

Fold in the chocolate chips.

Divide the batter evenly among the cupcake liners.

Bake for 18-20 minutes or until a toothpick inserted into the center comes out clean.

Remove from the oven and let the cupcakes cool in the tin for 5 minutes. Then transfer them to a wire rack to cool completely.

In a small bowl, whisk together the powdered sugar and heavy cream to make the frosting.

Once the cupcakes are completely cooled, frost them with the prepared frosting.
