Preheat the oven to 350°F (175°C). Grease and flour a 9x13-inch baking pan.

In a medium bowl, combine the flour, baking powder, salt, and cinnamon. Set aside.

In a large bowl, cream together the butter and granulated sugar until light and fluffy. Beat in the eggs one at a time, then stir in the vanilla extract. Gradually add the dry ingredients alternately with the milk, beginning and ending with the dry ingredients.

Spread half of the batter into the prepared pan. In a small bowl, mix together the brown sugar, pecans, and honey. Sprinkle half of the pecan mixture over the batter in the pan. Spread the remaining batter over the top, and then sprinkle the remaining pecan mixture on top.

Bake for 30 to 35 minutes in the preheated oven, or until a toothpick inserted into the center comes out clean. Allow to cool for 10 minutes before cutting into squares and serving.
