  4. Knead the dough on a lightly floured surface for about 5 minutes.
  5. Place the dough in a greased bowl, cover with a clean cloth, and let it rise for 1 hour.
  6. Preheat the oven to 375°F (190°C).
  7. Roll out the dough into a rectangle.
  8. In a small bowl, mix together cinnamon, brown sugar, and raisins.
  9. Spread the cinnamon mixture over the dough.
  10. Roll up the dough tightly and cut into 12 equal pieces.
  11. Place the rolls in a greased baking dish and let them rise for 30 minutes.
  12. Bake for 25 minutes or until golden brown.
  13. In a small bowl, mix powdered sugar, vanilla extract, and milk/water to make the glaze.
  14. Drizzle the glaze over the warm cinnamon rolls.
