Preheat the oven to 350°F (175°C).

In a food processor, grind the hazelnuts until finely chopped.

In a medium bowl, combine the ground hazelnuts, flour, cocoa powder, and salt.

In a separate large bowl, cream together the butter and sugar until light and fluffy.

Beat in the eggs one at a time, then stir in the vanilla extract.

Gradually add the dry ingredients to the wet ingredients and mix until just combined.

Fold in the chocolate chips.

Press the mixture into a tart pan and smooth the top.

Bake for 25-30 minutes or until a toothpick inserted into the center comes out with a few moist crumbs.
