Preheat the oven to 375°F (190°C) and grease a 9-inch square baking dish.

In a large bowl, whisk together the flour, sugar, baking powder, and salt.

In a separate bowl, mix together the melted butter, milk, egg, and vanilla extract.

Add the wet ingredients to the dry ingredients and stir until just combined.

Gently fold in the blueberries.

Pour the batter into the prepared baking dish.

In a small bowl, mix together the brown sugar, cinnamon, flour, and cold butter until crumbly.

Sprinkle the crumb topping evenly over the batter.

Bake for 40-45 minutes, or until a toothpick inserted into the center comes out clean.
