Preheat the oven to 350°F (175°C). Grease a muffin tin or line with cupcake liners.

In a medium bowl, whisk together the flour, baking powder, and salt.

In a large bowl, cream together the butter and sugar until light and fluffy. Beat in the eggs one at a time, then stir in the vanilla extract.

Gradually mix in the dry ingredients, alternating with the milk. Fold in the chocolate chips.

Fill each cupcake liner about 2/3 full with batter. Place a small piece of cookie dough on top of each cupcake.

Bake in the preheated oven for 18-20 minutes, or until a toothpick inserted into the center comes out clean.

Remove from the oven and let cool in the tin for 5 minutes, then transfer to a wire rack to cool completely.
