  1. Preheat the oven to 350°F (175°C) and line a muffin tin with cupcake liners.
  2. In a medium bowl, whisk together the flour, baking powder, and salt.
  3. In a separate large bowl, cream together the butter and sugar until light and fluffy. Add the eggs one at a time, beating well after each addition. Stir in the vanilla extract.
  4. Gradually add the dry ingredients to the wet ingredients, alternating with the milk. Mix until just combined.
  5. Fold in the white chocolate chips and raspberries.
  6. Fill each cupcake liner about 2/3 full with the batter.
  7. Bake for 18-20 minutes, or until a toothpick inserted into the center comes out clean.
  8. Remove from the oven and let the cupcakes cool in the pan for 5 minutes. Then transfer them to a wire rack to cool completely.
  9. In a small bowl, whisk together the powdered sugar and heavy cream until smooth. Add red food coloring if desired.
  10. Once the cupcakes are completely cooled, frost them with the prepared icing.
