Heat olive oil in a pot over medium heat. Add chopped onion and minced garlic, and sauté until softened.

Add chopped bell peppers and cook for 5 minutes.

Add diced tomatoes and vegetable stock. Bring to a boil, then reduce heat and simmer for 15 minutes.

Use an immersion blender to puree the soup until smooth.

Stir in heavy cream and season with salt and black pepper. Cook for another 5 minutes.

Serve hot, garnished with fresh basil leaves.
