Cook the chow mein noodles according to package instructions. Drain and set aside.

Heat vegetable oil in a large skillet or wok over medium heat. Add minced garlic and grated ginger, and sauté for 1-2 minutes.

Add sliced carrots, bell peppers, and cabbage to the skillet. Stir-fry for 5-6 minutes until the vegetables are tender-crisp.

Push the vegetables to one side of the skillet and crack the eggs into the empty space. Scramble the eggs until cooked through.

Add the cooked chow mein noodles to the skillet, along with soy sauce and hoisin sauce. Toss everything together until well combined.

Stir in chopped green onions, sesame oil, salt, and black pepper. Cook for an additional 2-3 minutes.

Remove from heat and let the chow mein noodle mixture cool for 10 minutes.

Preheat the oven to 350°F (175°C).

Transfer the chow mein noodle mixture to a greased baking dish and press it down firmly.

Bake for 15-20 minutes until the top is golden brown and crispy.
