Preheat the oven to 350°F (175°C) and line a cupcake tin with paper liners.

In a medium bowl, whisk together the flour, cocoa powder, baking powder, and salt.

In a large bowl, cream together the butter and sugar until light and fluffy. Add the eggs one at a time, beating well after each addition. Stir in the vanilla extract.

Add the dry ingredients to the butter mixture in three parts, alternating with the buttermilk, beginning and ending with the dry ingredients. Mix until just combined.

Stir in the hot water until the batter is smooth.

Divide the batter evenly among the prepared cupcake liners, filling each about 2/3 full.

Bake for 18-20 minutes, or until a toothpick inserted into the center of a cupcake comes out clean.

Remove the cupcakes from the oven and let them cool in the tin for 5 minutes. Then transfer them to a wire rack to cool completely.

In a small saucepan, melt the butter over medium heat. Continue cooking, swirling occasionally, until the butter turns golden brown and has a nutty aroma. Remove from heat and let it cool.

In a medium bowl, beat the cream cheese until smooth. Add the cooled browned butter, powdered sugar, vanilla extract, and ground cinnamon. Beat until well combined and creamy.

Once the cupcakes are completely cooled, frost them with the browned butter cinnamon cream cheese frosting.
