In a medium bowl, whisk together the flour, cocoa powder, baking powder, cinnamon, ginger, nutmeg, and salt.

In a large bowl, cream together the butter, granulated sugar, and brown sugar until light and fluffy. Beat in the egg and vanilla extract.

Gradually add the dry ingredients to the wet ingredients, mixing until just combined. Stir in the chocolate chips.

Scoop tablespoon-sized portions of dough onto the prepared baking sheet, spacing them about 2 inches apart. Flatten each cookie slightly with the back of a spoon.

Bake for 10-12 minutes, or until the edges are set. Allow the cookies to cool on the baking sheet for 5 minutes, then transfer them to a wire rack to cool completely.
