  1. Preheat the oven to 350°F (175°C) and line a muffin tin with cupcake liners.
  2. In a large bowl, whisk together the flour, sugar, cocoa powder, baking powder, baking soda, and salt.
  3. Add the milk, vegetable oil, egg, and vanilla extract to the dry ingredients. Mix until well combined.
  4. Stir in the boiling water to thin the batter. The batter will be thin, but that's okay.
  5. Pour the batter into the prepared cupcake liners, filling each about 2/3 full.
  6. Bake for 18-20 minutes, or until a toothpick inserted into the center of a cupcake comes out clean.
  7. Remove the cupcakes from the oven and let them cool in the pan for 5 minutes. Then transfer them to a wire rack to cool completely.
  8. In a medium bowl, beat together the creamy peanut butter, powdered sugar, and unsalted butter until smooth.
  9. Frost the cooled cupcakes with the peanut butter frosting.
  10. In a microwave-safe bowl, melt the semi-sweet chocolate chips in 30-second intervals, stirring until smooth.
  11. Drizzle the melted chocolate over the frosted cupcakes.
  12. Sprinkle chopped peanuts on top of each cupcake.
  13. Let the chocolate set before serving.
