  1. Preheat the oven to 350°F (180°C) and line a cupcake pan with paper liners.
  2. In a medium bowl, whisk together the all-purpose flour, cocoa powder, baking powder, salt, and instant coffee powder.
  3. In a large mixing bowl, cream together the unsalted butter, granulated sugar, and brown sugar until light and fluffy.
  4. Add the eggs one at a time, beating well after each addition. Stir in the vanilla extract.
  5. Gradually add the dry ingredients to the butter mixture, alternating with the milk. Mix until just combined.
  6. Stir in the hot water, mixing until the batter is smooth.
  7. Divide the batter evenly among the prepared cupcake liners, filling each about 2/3 full.
  8. Bake for 18-20 minutes, or until a toothpick inserted into the center of a cupcake comes out clean.
