  1. Preheat the oven to 350°F (175°C). Grease a 9x9-inch baking pan.
  2. In a medium bowl, whisk together the flour, cocoa powder, malted milk powder, baking powder, and salt.
  3. In a separate large bowl, cream together the butter and sugar until light and fluffy. Beat in the eggs one at a time, then stir in the vanilla extract.
  4. Gradually add the dry ingredients to the wet ingredients, mixing until just combined. Fold in the chocolate chips and chopped malted milk balls.
  5. Spread the batter evenly into the prepared baking pan. Bake for 25 minutes or until a toothpick inserted into the center comes out with a few moist crumbs.
  6. Remove from the oven and let cool in the pan for 1 hour. Cut into bars before serving.
