In a mixing bowl, combine whipped cream, powdered sugar, cocoa powder, vanilla extract, and salt. Mix well.

Line a loaf pan with plastic wrap.

Dip each chocolate cookie into milk and layer them in the loaf pan, covering the bottom.

Spread a layer of the whipped cream mixture over the cookies.

Repeat the layers until all the cookies and whipped cream mixture are used, ending with a layer of whipped cream on top.

Sprinkle the chocolate chips on top.

Cover the pan with plastic wrap and refrigerate for at least 6 hours or overnight.

Remove from the fridge, remove the plastic wrap, and invert the cake onto a serving plate.
