Preheat the oven to 350°F (175°C). Grease a 9x9-inch baking pan.

In a microwave-safe bowl, melt the butter and chocolate together. Stir until smooth.

In a separate bowl, whisk together the sugar, eggs, and vanilla extract.

Add the melted chocolate mixture to the sugar mixture and mix well.

In another bowl, sift together the flour, cocoa powder, baking powder, and salt. Gradually add the dry ingredients to the wet ingredients, mixing until just combined.

In a small saucepan, heat the heavy cream until it starts to simmer. Remove from heat and add the powdered sugar. Stir until smooth.
