  1. Preheat the oven to 325°F (160°C). Grease and line the bottom of a 9-inch (23 cm) round cake pan with parchment paper.
  2. In a small saucepan, heat the milk and butter over low heat until the butter is melted. Remove from heat and set aside.
  3. In a large mixing bowl, beat the cream cheese and granulated sugar until smooth and creamy.
  4. Add the egg yolks one at a time, beating well after each addition. Stir in the flour, lemon juice, and vanilla extract.
  5. Gradually add the milk mixture to the cream cheese mixture, stirring until well combined.
  6. In a separate bowl, beat the egg whites and cream of tartar until stiff peaks form.
  7. Gently fold the egg whites into the cream cheese mixture until no streaks remain.
  8. Pour the batter into the prepared cake pan and smooth the top.
  9. Bake for 40 minutes or until the top is golden brown and the center is set.
  10. Remove from the oven and let cool in the pan for 10 minutes. Then, transfer to a wire rack to cool completely.
  11. Once cooled, dust the top with powdered sugar.
