In a medium saucepan, combine the chocolate chips, cocoa powder, sugar, cornstarch, and salt.

Gradually whisk in milk and heavy cream until smooth.

Place the saucepan over medium heat and cook, stirring constantly, until the mixture thickens.

Remove from heat and stir in vanilla extract.

Pour the mixture into popsicle molds, insert popsicle sticks, and freeze for at least 3 hours or until firm.

Remove the popsicles from the molds by running warm water over the bottom of the molds.
