Preheat the oven to 350°F (175°C).

In a bowl, mix together the oats, flour, cinnamon, ground ginger, cayenne pepper, baking soda, and salt.

In a separate bowl, cream together the butter, brown sugar, egg, and vanilla extract.

Gradually add the dry ingredients to the wet ingredients and mix well.

Fold in the chocolate chips.

Drop spoonfuls of dough onto a baking sheet lined with parchment paper.
