  1. Preheat the oven to 350°F (175°C) and line a cupcake pan with cupcake liners.
  2. In a mixing bowl, cream together the butter and sugar until light and fluffy.
  3. Beat in the eggs, one at a time, followed by the vanilla extract.
  4. In a separate bowl, whisk together the flour, baking powder, and salt.
  5. Gradually add the dry ingredients to the butter mixture, alternating with the milk.
  6. Fill each cupcake liner halfway with the batter.
  7. Place a cherry in the center of each cupcake and cover with more batter until the liners are about 2/3 full.
  8. Bake in the preheated oven for 18-20 minutes or until a toothpick inserted into the center of a cupcake comes out clean.
  9. Remove from the oven and let the cupcakes cool in the pan for 5 minutes.
  10. Transfer the cupcakes to a wire rack and let them cool completely.
  11. In a bowl, sift together the powdered sugar and cocoa powder.
  12. In a separate bowl, whip the heavy cream until stiff peaks form.
  13. Gradually fold the whipped cream into the powdered sugar mixture until well combined.
