  2. Steam the broccoli until tender.
  3. In a saucepan, melt butter over medium heat. Stir in flour and cook for 1 minute.
  4. Gradually whisk in milk and cook until thickened.
  5. Remove from heat and stir in mustard, salt, and black pepper.
  6. In a baking dish, layer half of the steamed broccoli, half of the cheese, and half of the sauce. Repeat the layers.
  7. Crush the Ritz crackers and sprinkle them over the top.
  8. Bake for 25-30 minutes or until bubbly and golden.
  9. Let it rest for 5 minutes before serving.
