Preheat the oven to 350°F (175°C).

Steam the broccoli until tender.

In a large mixing bowl, combine the steamed broccoli, cheddar cheese, milk, eggs, salt, and pepper.

Pour the mixture into a greased casserole dish.

In a small saucepan, melt the butter and mix it with the breadcrumbs.

Sprinkle the breadcrumb mixture over the broccoli mixture.

Bake in the preheated oven for 30 minutes, or until the top is golden brown and the casserole is heated through.
