Preheat the oven to 375°F (190°C).

In a large mixing bowl, combine blackberries, granulated sugar, lemon juice, and cornstarch. Mix well and set aside.

In a separate bowl, whisk together all-purpose flour, baking powder, and salt.

Cut the unsalted butter into small pieces and add it to the flour mixture. Use your fingers or a pastry cutter to mix until the mixture resembles coarse crumbs.

Stir in the milk and vanilla extract until just combined.

Pour the blackberry mixture into a baking dish.

Drop spoonfuls of the dough mixture over the blackberries, covering them as evenly as possible.

In a small bowl, mix together the remaining granulated sugar and water. Pour this mixture over the dough.

Bake in the preheated oven for 35-40 minutes, or until the cobbler is golden brown and the blackberries are bubbling.
