  2. In a mixing bowl, combine cream cheese, chopped green onions, and garlic powder.
  3. Place a small spoonful of the cream cheese mixture in the center of each wonton wrapper.
  4. Moisten the edges of the wrapper with water, then fold it in half diagonally to form a triangle. Press the edges to seal.
  5. Arrange the filled wontons on a baking sheet lined with parchment paper.
  6. Brush the wontons with vegetable oil.
  7. Bake for 12-15 minutes, or until the wontons are golden brown and crispy.
