  1. Preheat the oven to 350°F (175°C).
  2. Cook bacon in a large skillet over medium-high heat until evenly browned and crispy. Remove bacon slices, crumble, and set aside. Reserve some bacon grease in the skillet.
  3. Add chopped onion and green bell pepper to the skillet with the bacon grease. Cook and stir until onion is translucent and bell pepper is softened.
  4. In a large mixing bowl, combine the frozen hash brown potatoes, cooked onion and bell pepper mixture, crumbled bacon, salt, and black pepper. Mix well.
  5. In a separate bowl, beat the eggs and milk together. Pour the egg mixture over the potato mixture and stir until well combined.
  6. Transfer the mixture to a greased 9x13-inch baking dish. Sprinkle shredded cheddar cheese on top.
  7. Bake in the preheated oven for 40-45 minutes, or until the casserole is set and the cheese is melted and lightly browned.
