In a small bowl, mix together the marshmallow fluff, powdered sugar, and vegetable shortening to make the filling. Spread the filling on the flat side of one cookie and sandwich with another cookie. Repeat with the remaining cookies. Let the whoopie pies rest for 10 minutes before serving.
