Preheat the oven to 350°F (175°C).

In a medium bowl, whisk together the flour, cocoa powder, baking powder, baking soda, and salt.

In a separate large bowl, cream together the butter and granulated sugar until light and fluffy.

Beat in the egg and vanilla extract.

Gradually add the dry ingredients to the wet ingredients, alternating with the buttermilk, beginning and ending with the dry ingredients.

Drop rounded tablespoons of the batter onto a baking sheet lined with parchment paper.

Bake for 10-12 minutes, or until the tops spring back when lightly touched.

Remove from the oven and let cool completely on a wire rack.

In a small bowl, mix together the marshmallow creme, powdered sugar, heavy cream, and vanilla extract until smooth.

Spread the filling onto the flat side of half of the cookies.

Top with the remaining cookies to form sandwiches.
