Preheat the oven to 350°F (175°C). Grease a mini muffin tin.

In a large bowl, whisk together the flour, cocoa powder, baking powder, and salt.

In another bowl, mix together the melted butter, granulated sugar, eggs, and vanilla extract.

Add the wet ingredients to the dry ingredients and stir until well combined.

Stir in the chocolate chips.

Spoon the batter into the prepared mini muffin tin, filling each cup about 3/4 full.

Bake for 10-12 minutes, or until a toothpick inserted into the center comes out with a few moist crumbs.

Allow the bites to cool in the tin for 5 minutes, then transfer to a wire rack to cool completely.

In a small bowl, mix together the powdered sugar, milk, and green food coloring until smooth.

Drizzle the green glaze over the cooled bites.

Use the white decorating icing to draw football laces on top of each bite.
