Preheat the oven to 425°F (220°C). In a large bowl, whisk together the whole wheat flour, all-purpose flour, baking powder, and salt.

Cut the unsalted butter into small pieces and add it to the flour mixture. Use your fingers or a pastry cutter to rub the butter into the flour until the mixture resembles coarse crumbs.

In a separate bowl, whisk together the honey, egg, and milk. Pour the wet ingredients into the dry ingredients and stir until just combined.

Fold in the dried cranberries and black tea leaves.

Turn the dough out onto a lightly floured surface and knead it gently a few times until it comes together. Pat the dough into a circle about 1 inch (5 cm) thick.

Use a sharp knife or biscuit cutter to cut the dough into 8 wedges. Place the scones onto a baking sheet lined with parchment paper.

Bake for 15-20 minutes, or until the scones are golden brown and cooked through.
