Preheat the oven to 350°F (175°C). In a mixing bowl, combine the whole wheat flour, rolled oats, baking powder, cinnamon, and salt.

In a separate bowl, cream together the softened butter and brown sugar. Add the egg and vanilla extract, and mix well.

Gradually add the dry ingredients to the wet ingredients, mixing until well combined. Fold in the raisins and chopped walnuts.

Drop spoonfuls of the dough onto a greased baking sheet, spacing them about 2 inches apart.

Bake for 10-12 minutes, or until the edges are golden brown. Allow the cookies to cool on the baking sheet for 5 minutes, then transfer them to a wire rack to cool completely.
