Preheat the oven to 350°F (175°C). Grease a 9x9-inch baking dish.

In a microwave-safe bowl, melt the white chocolate and butter together in 30-second intervals, stirring until smooth.

In a separate bowl, whisk together the sugar, eggs, and vanilla extract. Gradually add the melted white chocolate mixture, stirring until well combined.

In a medium bowl, whisk together the flour, cocoa powder, baking powder, and salt. Gradually add the dry ingredients to the wet ingredients, stirring until just combined.

Pour the batter into the prepared baking dish. Drop spoonfuls of peanut butter onto the batter and swirl with a knife. Sprinkle the chocolate chips on top.

Bake for 25-30 minutes, or until a toothpick inserted into the center comes out with a few moist crumbs. Allow to cool in the baking dish for 10 minutes before transferring to a wire rack to cool completely.
