Preheat the oven to 350°F (175°C).

In a mixing bowl, cream together the butter and granulated sugar until light and fluffy.

Add the egg and vanilla extract, and mix well.

In a separate bowl, whisk together the all-purpose flour and baking powder.

Gradually add the flour mixture to the butter mixture, alternating with milk, until a soft dough forms.

Divide the dough in half. In one half, mix in the cocoa powder.

Roll out each dough separately to about 1/4-inch thickness.

Use a round cookie cutter to cut out cookies from each dough.

Place the cookies on a baking sheet lined with parchment paper, alternating between white and chocolate cookies.

Bake for 12-15 minutes, or until the edges are lightly golden.

Remove from the oven and let cool on a wire rack.

In a small bowl, whisk together the powdered sugar, lemon juice, and water to make the glaze.

Once the cookies are completely cooled, spread the glaze on the flat side of each cookie, half white and half chocolate.

Let the glaze set for about 30 minutes before serving.
