Preheat the oven to 400°F (200°C). In a large mixing bowl, combine the flour, sugar, baking powder, and salt. Cut the butter into small cubes and add it to the bowl. Use a pastry cutter or your fingers to cut the butter into the dry ingredients until the mixture resembles coarse crumbs.
