Heat olive oil in a large pot over medium heat. Add onion, garlic, carrot, and celery. Cook until vegetables are tender.

Add barley, vegetable broth, thyme, bay leaf, salt, and black pepper. Bring to a boil, then reduce heat and simmer for 30 minutes.
