In a large pot, melt the butter over medium heat. Add the chopped onion and minced garlic, and sauté until the onion is translucent.

Add the flour to the pot and cook for 1-2 minutes, stirring constantly.

Gradually whisk in the milk and vegetable broth, making sure there are no lumps.

Add the chopped broccoli and season with salt and pepper. Bring the soup to a boil, then reduce heat and simmer for 15-20 minutes, or until the broccoli is tender.

Remove the pot from heat and stir in the VELVEETA cheese until melted and creamy.
