Preheat the oven to 375°F (190°C).

In a large baking dish, layer half of the tortilla chips.

In a mixing bowl, combine the black beans, corn, red bell pepper, red onion, garlic cloves, and Mexican seasoning. Mix well.

Spread half of the bean mixture over the tortilla chips.

Add another layer of tortilla chips on top of the bean mixture.

Spread the remaining bean mixture over the chips.

Pour salsa evenly over the casserole.

Sprinkle shredded cheese on top.

Cover the baking dish with aluminum foil and bake for 30 minutes.

Remove the foil and bake for an additional 10 minutes, or until the cheese is melted and bubbly.

Remove from the oven and let it rest for 10 minutes.
