Grate the zucchini, carrots, and red bell pepper.

In a large bowl, combine the grated vegetables, chopped onion, all-purpose flour, chickpea flour, baking powder, salt, and black pepper. Mix well.

In a separate bowl, whisk together the egg and milk. Pour the egg mixture into the vegetable mixture and stir until well combined.

Heat olive oil in a frying pan over medium heat. Spoon the vegetable batter into the pan, forming fritters of desired size. Cook for 2-3 minutes on each side, until golden brown.

Meanwhile, melt butter in a separate pan and add sliced onions. Cook over low heat until caramelized, stirring occasionally.

In a small bowl, mix sugar and balsamic vinegar. Add the mixture to the caramelized onions and cook for another minute.
