  1. In a mixing bowl, combine the all-purpose flour and eggs. Gradually add water and mix until a smooth dough is formed.
  2. Cover the dough and let it rest for 10 minutes.
  3. Meanwhile, finely chop the cabbage, carrots, green onions, garlic, and ginger.
  4. Heat a tablespoon of oil in a pan and sauté the chopped vegetables until they are slightly softened.
  5. Season with soy sauce, sesame oil, salt, and black pepper. Mix well.
  6. Roll out the dough into a thin sheet and cut it into small circles using a round cookie cutter or a glass.
  7. Place a spoonful of the vegetable filling in the center of each dough circle.
  8. Fold the dough over the filling and seal the edges by pressing with your fingers.
  9. Repeat the process with the remaining dough and filling.
  10. Heat water in a steamer and steam the dumplings for about 12-15 minutes, or until cooked through.
  11. Alternatively, you can also pan-fry the dumplings in a lightly oiled pan until they are golden brown on both sides.
  12. Serve the vegetable egg dumplings hot with soy sauce or your favorite dipping sauce.
