Preheat the oven to 350°F (175°C). Line baking sheets with parchment paper.

In a medium bowl, whisk together the flour, cocoa powder, cornstarch, baking soda, and salt.

In a large bowl, cream together the softened butter, granulated sugar, and brown sugar until light and fluffy.

Beat in the egg, vanilla extract, and peppermint extract until well combined.

Gradually add the dry ingredients to the wet ingredients, mixing until just combined.

Roll the dough into 1-inch balls and place them on the prepared baking sheets. Use the bottom of a glass to flatten each ball to about 1/4-inch thickness.

Bake for 8-10 minutes, or until the edges are set.

Allow the cookies to cool on the baking sheets for 5 minutes, then transfer them to a wire rack to cool completely.

In a microwave-safe bowl, melt the dark chocolate chips and vegetable shortening in 30-second intervals, stirring until smooth.

Dip each cooled cookie into the melted chocolate, coating both sides. Place the coated cookies on a parchment-lined baking sheet.

Refrigerate the cookies for 30 minutes, or until the chocolate is set.
