Preheat the oven to 350°F (175°C) and line a cupcake tin with paper liners.

In a mixing bowl, whisk together the flour, sugar, cocoa powder, baking powder, baking soda, and salt.

Add the butter, eggs, vanilla extract, and milk to the dry ingredients. Mix until well combined.

Stir in the chocolate chips and diced strawberries.

Divide the batter evenly among the prepared cupcake liners.

Bake for 18-20 minutes, or until a toothpick inserted into the center of a cupcake comes out clean.

Remove from the oven and let the cupcakes cool in the tin for 5 minutes before transferring them to a wire rack to cool completely.

Meanwhile, prepare the chocolate ganache by heating the heavy cream in a small saucepan until it starts to bubble.

Remove from heat and add the powdered sugar. Stir until smooth.

Once the cupcakes are completely cooled, drizzle the chocolate ganache over the top.
