  1. Preheat the oven to 350°F (175°C) and line a cupcake pan with cupcake liners.
  2. In a medium bowl, whisk together the flour, cocoa powder, baking powder, and salt.
  3. In a large bowl, cream together the butter and sugar until light and fluffy. Add the eggs one at a time, beating well after each addition. Stir in the vanilla extract.
  4. Gradually add the flour mixture to the butter mixture, alternating with the milk. Mix until just combined. Fold in the chocolate chips.
  5. Fill each cupcake liner about 2/3 full with the batter. Bake for 18-20 minutes or until a toothpick inserted into the center comes out clean.
  6. Remove from the oven and let the cupcakes cool in the pan for 5 minutes. Then transfer them to a wire rack to cool completely.
  7. Meanwhile, prepare the strawberry whipped cream. In a mixing bowl, whip the cream until soft peaks form. Gradually add the powdered sugar and continue whipping until stiff peaks form.
  8. Once the cupcakes are completely cooled, frost them with the strawberry whipped cream. Top each cupcake with a fresh strawberry.
