Cook quinoa according to package instructions. Set aside to cool.

In a large bowl, combine black beans, diced red bell pepper, sliced cucumber, halved cherry tomatoes, finely chopped red onion, and chopped fresh cilantro.

In a small bowl, whisk together the juice of one lime, olive oil, honey, cumin, salt, and black pepper to make the dressing.

Add the cooked quinoa to the bowl with the vegetables and pour the dressing over. Toss to combine.

Let the salad rest for 10 minutes to allow the flavors to meld.

Serve the salad topped with crushed tortilla chips and additional fresh cilantro if desired.
