  2. In a medium bowl, whisk together the flour, baking powder, and salt.
  3. In a large bowl, cream together the butter and granulated sugar until light and fluffy.
  4. Beat in the eggs, one at a time, then stir in the vanilla extract.
  5. Gradually add the dry ingredients to the wet ingredients, alternating with the milk, beginning and ending with the dry ingredients. Stir in the toffee bits.
  6. Divide the batter evenly among the cupcake liners.
  7. Bake for 18-20 minutes, or until a toothpick inserted into the center comes out clean.
  8. Remove from the oven and let cool in the pan for 5 minutes, then transfer to a wire rack to cool completely.
  9. In a small bowl, whisk together the powdered sugar and milk to make the glaze.
  10. Drizzle the glaze over the cooled cupcakes and sprinkle with additional toffee bits for garnish.
