  1. Preheat the oven to 350°F (175°C). Line a muffin tin with cupcake liners.
  2. In a medium bowl, whisk together the flour, baking powder, and salt.
  3. In a large bowl, cream together the butter and sugar until light and fluffy. Beat in the eggs, one at a time, then stir in the tangerine zest, tangerine juice, and vanilla extract.
  4. Gradually add the dry ingredients to the wet ingredients, alternating with the buttermilk. Mix until just combined.
  5. Divide the batter evenly among the cupcake liners, filling each about 2/3 full.
  6. Bake for 18-20 minutes, or until a toothpick inserted into the center of a cupcake comes out clean.
  7. Remove from the oven and let cool in the pan for 5 minutes, then transfer to a wire rack to cool completely.
  8. In a small bowl, whisk together the powdered sugar and tangerine juice until smooth. Drizzle the glaze over the cooled cupcakes.
