  2. In a large bowl, whisk together the flour, sugar, cocoa powder, baking powder, baking soda, and salt.
  3. In a separate bowl, combine the milk, vegetable oil, vanilla extract, and eggs. Whisk until well combined.
  4. Gradually add the wet ingredients to the dry ingredients, stirring until just combined.
  5. Divide the batter evenly among the cupcake liners, filling each about 2/3 full.
  6. Bake for 18-20 minutes, or until a toothpick inserted into the center comes out clean.
