  2. Heat olive oil in a large pot over medium heat. Add the onion and garlic cloves, and cook until softened.
  3. Add the red bell pepper and carrot, and cook for another 5 minutes.
  4. Add the soaked sun-dried tomatoes, vegetable broth, and coconut milk. Bring to a boil.
  5. Reduce heat and let simmer for 15 minutes.
  6. Remove from heat and let cool slightly. Transfer the mixture to a blender and blend until smooth.
  7. Return the bisque to the pot and reheat over low heat.
  8. Stir in the fresh basil leaves, lemon juice, salt, and black pepper.
  9. Cook for an additional 5 minutes.
  10. Serve hot and enjoy!
