Preheat the oven to 350°F (175°C). Grease a 9x13-inch baking pan.

In a medium bowl, whisk together the flour, baking powder, and salt.

In a large bowl, cream together the butter and granulated sugar until light and fluffy. Beat in the eggs one at a time, then stir in the vanilla extract.

Gradually add the dry ingredients to the wet ingredients, mixing until just combined. Fold in the dried cranberries and white chocolate chips.

Spread the batter evenly into the prepared baking pan. Bake for 18-20 minutes, or until a toothpick inserted into the center comes out clean.

In a separate bowl, beat together the cream cheese, powdered sugar, orange zest, and lemon zest until smooth.

Once the bars have cooled, spread the cream cheese frosting over the top.

Melt the white chocolate in a microwave-safe bowl in 30-second intervals, stirring between each interval until smooth. Drizzle the melted white chocolate over the frosting.

Allow the bars to set for at least 1 hour before cutting into squares.
