Cook the elbow macaroni according to package instructions. Drain and set aside.

In a large pot, melt the butter over medium heat. Add the flour and cook for 1-2 minutes, stirring constantly.

Gradually whisk in the milk and chicken or vegetable broth. Continue cooking and stirring until the mixture thickens.

Reduce the heat to low and add the cheddar cheese, cream cheese, Dijon mustard, garlic powder, salt, and black pepper. Stir until the cheeses melt and the mixture is smooth.

Add the cooked macaroni to the pot and stir until well coated.
