  5. Sprinkle half of the cheddar and Monterey Jack cheese over the layers.
  6. Repeat the layers with the remaining ingredients.
  7. In a small bowl, mix together the heavy cream, salt, black pepper, and cayenne pepper.
  8. Pour the cream mixture over the layered ingredients.
  9. Cover the baking dish with foil and bake for 45 minutes.
  10. Remove the foil and bake for an additional 15 minutes, or until the potatoes are tender and the cheese is golden and bubbly.
  11. Let the gratin rest for 10 minutes before serving.
