In a large skillet, heat olive oil over medium heat. Add red onion, red bell pepper, jalapeno, and garlic. Saute until vegetables are tender.

Add black beans, corn, cumin, chili powder, salt, and black pepper to the skillet. Cook for 5 minutes.

Add cooked penne pasta to the skillet and toss to combine. Cook for an additional 2 minutes.

Remove from heat and stir in lime juice and fresh cilantro.
